My assumption has been that they are two of the same article.
It forms the early basis in the CoG that regeneration precedes practical sanctification.

This appears to be Baptistic, if not moderated Calvinistic. It presents the new birth apart from any free will offering. It does not carry the “solafide” aspect and appears that regeneration is a work of the Spirit apart from human mediation.
It is a “work of God from heaven” however it contains the view of predetermined destiny to reprobation.
